IN FAVOUR OF TESTING
I totally believe you should have to do a driving test for caravans and trailers . I have seen people at dumps who can ' t reverse a trailer so they park across the dump area and block others from getting in to unload .
I tow a 21ft van and have seen some caravanners who do not even have safety chains connected properly . Good to see authorities now clamping down on caravan and trailer safety .

CRITERIA TO TOW
Regarding the article ‘ Licence to Tow ’ ( GoRV # 67 ), I would not be against this idea for people who are not experienced , say by having towed caravans with no fines / demerit points or having at least towed for three years or at least 10,000km without incident .
If you do not meet this criteria , then either get towing lessons and be tested by an authority to judge your capability or get an endorsement on your driver ’ s licence .

Also , lessons on how to load a caravan and work out the correct weights , etc . would go a long way towards helping to prevent some accidents .
Also , it should be mandatory that caravan manufacturers and dealers be responsible to advise a potential client in relation to their vehicle ’ s capability .

WRAPPED IN RED TAPE
Your points are very valid – the red tape in obtaining a towing licence would be extreme . There are other questions that would have to be asked if implemented , such as , at what point do you need a licence ? Is it trailer-related and / or vehicle-related ?
I know of someone who purchased a van , picked it up and tried to tow it only to find out that their vehicle was not appropriate . More education is required in not only towing but overall caravanning . When we purchased our van , we were told that we had to have trailer brakes installed in the car before van collection , but nobody checked that we had them , how they worked or how to set them up .
Great education is required for both suppliers and owners of caravans . The question is how and by whom .
